There are a number of acceptable reasons that a GM might do so--the player might be a known disrupter of games, the player might be drunk, and so forth. There are also a number of unacceptable reasons to refuse a player--race, creed, and so forth. If a GM abuses their ability to refuse players, the GM may be expelled from the con. Final decisions are up to con management.
